Like Bill says. It is only a radio like your car has, except that it picks up different frequencies. Fun to listen to, and handy if you hear sirens going down your street.

Only if they are actively looking for you with radio scanner location gear. And that won’t be easy on scan mode, or if it is off.
Most agencies have better things to do than hunt down scanner listeners. The only thing they do to thwart listeners is change communications modes to ones not compatible with scanners.
In some states, it is illegal to have a scanner in other than your home, unless you are legally authorized otherwise to posess one in yout vehicle or other. A police officer can take action if you are breaking the law in that regard, even if you are not listening to the police.
